Yes, it's perfectly fine to cut the tablets--this is a big advantage for the standard release form of Effexor compared to the XR because the XR comes in those capsules. I took the standard release form of Effexor for years and cut tablets many times to achieve the dosage I needed.
The other difference between the two forms, of course, is that the XR is an extended release formulation. If you were taking 75 mg of the XR once a day, cut the 75 mg tablet of the standard release formulation in half and take it twice a day. My experience taking the standard release tablets just once a day is that I would start suffering withdrawal symptoms before the next dose. This is because of the very short half life of Effexor and is the reason they developed the XR form.
