I think it depends on the individual. At least I've never found a quantifiable measure of depression for starting meds. There are plenty of people on them that don't need then. Sadly there are others who desperately need it and go untreated or undertreated.

I think the most quantifiable determination would be: Are the consequences worth the benefits? I.e. The costs, possible side effects, etc.
