I'm fairly sure it was one of the many drugs that were "grandfathered in" because they were already in common use when the FDA started the "approval" process.
This process required that randomized controlled trials "prove" that a drug worked for it's approved indication.
I think this was sometime in the early 60's, and was done as an effort to eliminate "snake-oil" and "general tonic" type cures.
It was then re-classified from the general category of "approved drug" to "schedule II controlled substance" category in the late 60s, with the Controlled Substances Act.
