topamac, FDA and glaucoma

Hi all
I am not a US national so i needed some help from anyone from there. The FDA has issued a warning that topamac can cause narrow angle glaucoma. It is stated on the packaging in US but none in india.No mention whatsoever. well i developed this recently and the represensative company in india says that there is no causal link between the 2 things.
My question is this: when the FDA issues such a warning have they clearly established a danger or is it just a suspected,probable risk?
