As a one-time organic chemist I can tell you that EPA and DHA can (and probably have) been synthesized. However, synthetic versions are almost certainly more expensive to manufacture than it is to derive them from natural sources. Synthesis of naturally occuring pharmaceutical chemicals is only cost effective if the source produces only small amounts of the compound. Taxol is a good example of that.
