I think taurine is tough to cross the brain.

Better luck with the medicine Acamprosate (Camprol) this is n-acetyl-homo-taurine and zips right into the brain. Its used primarily for alcoholism, but I see some clinical interest for bipolar.

Forest Labs is trying to get this medicine fast track approved by the FDA into the USA in the near future.

I've been hearing good things about TMG. Also, what do you know about L-Taurine? It's supposedly a GABA agonist and membrane/mood stabilizer.
