I had that sort of dizziness/vertigo feeling while I was on Paxil, but it never bothered me terribly. It was more pronounced when I was coming off of Paxil. When I was completely off of Paxil, the sensation went away.
As far as memory goes, I was having some memory issues on Paxil--that can be a long term effect. I don't think it should be an issue once you've stopped the Paxil.
