Yes, I think so. There are legal channels you can go through (with your doctor's assistance) to get drugs that aren't available here, but I think there's a lot of red tape involved. Most common non-controlled drugs are probably easy to get; I'm not so clear about controlled ones.

I once heard a joke about the FDA: they require that drugs be tested on animals and Europeans before they can be tested on Americans. (But they don't actually let drug companies use data acquired from testing drugs outside of the US.)
