You can't get high off of bupe, but it does provide the sense of being "okay" that some of us have felt we were missing all our lives (this is probably what drives people to get addicted to heroin and heavier opiates). It allows us to appreciate the good things in life (IOW, to experience pleasure normally), and to feel we can deal with the bad things. It doesn't make you happy as such, certainly not euphoric; it does permit you to become happy when good things happen.
It also eliminates opiate cravings in addicted individuals, of course, and lacks major withdrawal symptoms. (Depression is the only serious one I experience.)
