Seroxat/Paroxetine and possible serotonin syndrome

My sister has been prescribed Prozac for over five years to combat depresion/panic attacks and in this regard the medication has worked extremely effectively. A year or so ago she was put on Seroxat and in the last few weeks has developed an extremely high heart rate (130-180 at rest). She is aged 38 but extremely fit and healthy and not overweight. As a result of this high heart rate she was recently admitted to hospital overnight but as no other problem was diagnosed she was discharged. She has ben prescribed beta blockers which are having some effect but she still has a high heart ratewhich occasionally is very fast indeed. Is this seratonin syndrome. Should she be taken off the medication?
