It sure can! I've seen it referred to as "dementia
in a pill" and my personal experience backs that
up. At 1200 mg I had a very hard time reading and
actually became lost while driving in my own town.
I can't imagine 2400mg unless I was having a serious
hypomania, in which case 2400mg would be ok for a
few weeks but then need to be lowered...
