Luvox is for many an effective medicine for OCD. However, it doesn't work for everyone. It generally takes at least 10 weeks on the medicine to see real benefit as far as OCD goes. Not knowing the specifics of your case, I don't know how long your daughter has been on Luvox. After 12 or so weeks the doctor may raise the medicine, incrementally, up to 200-300mg for adults (I don't know how one would dose Luvox for a 14 year-old). So, it may be an issue of waiting a while longer, or it may be an issue of upping the dose. The other SSRIs (Prozac, Zoloft, Celexa, Paxil) also are effective for OCD. Anfranil (a tricyclic) also works for OCD, though it has more side effects than do the SSRIs. It's important that you have a good relationship with your daughter's psychiatrist (assuming that this is the person giving her the medicine); you should be able to go to her/him with these sorts of concerns. If you haven't already talked to her/him, I would do so, and express the concerns you've expressed here.
Good luck,
Matt
