I am turning my house into a dorm and he wants me to take WAY less than what would be fair. I want to know if this individual really wants to live here. I dont want dead beats in my house.
I learned this tendency to be happily ripped off from him and i hate it.

You don't sound happy about the thought of being ripped off.
I don't think anybody likes to feel ripped off.
There might be people who really want to live in your dorm - but who don't have money to pay what you think is fair, though.
I wonder if there is another way for you to assess that.

i calculated it on the internet but the result was outrageous. I cant possibly try to take that much. This internet calculation has confused me somewhat.
