I went to the doctor a while ago for what I thought was acne on my chest. He wasn't quite sure what it was. The more I look at it, the more they look like tiny bites that appear overnight. They are now also appearing on my bicept. Does this sound familiar to anyone?

Have you considered bedbugs? They're becoming virtually epidemic in some parts of North America. You could pick them up travelling, for example. You may find tiny flecks of blood in your bedding, but the insects hide from light. The bite takes a couple hours or so to become inflamed.

Maybe midge (or noseeums) bites?They're so tiny it's hard to see them and may take several hours to make bumps. Some people are sensitive to them and they can leave bigger welts than you'd think. It's that time of year where I live and they seem worse than ever. Benadryl cream helps.

Do they itch? Are the papules (no pus) or pustules? Do they scale up?

It's not a cleanliness issue. It's an infective one. In major cities around North America, even the most prestigious hotels are waging war against these critters. It's simply an exposure issue.
Only because you said bites did I suggest a possible biter.

If you have pets, it could be flees... Tho, you would think that the bites would be all over if they were bites.
Could it also be an allergic reaction to something? I had a bad allergic reaction last summer, and it looked like it was caused by a bite, but it turned out that's just what the reaction looked like -- little bites when it really wasn't caused by bites at all

I awakened one morn' after an eve' in a hotel and had big red bites all over 'my butt' ... nowhere else. I figured bed bugs must like fatty tissue!
(No I don't have a big giant humungous butt!)
I've long since thought bed bugs must prefer fat -to- skin-n-bone, areas, of the body?
Now, if in a motel/hotel, I sleep in longjohns!
