Well, for healthcare in general I do believe that Scandinavian states have a high reputation, but if you mean psychiatric service then some ex-communist countries have a good service (I believe that is because their school of thought is not yet so much influenced by marketing in pharmacy).

Mainly: Norway, Sweden and Denmark.But also Finland and Iceland.
It might take couple of weeks before getting an appointment with a psychiatrist here in norway.
But still, what you mean by best healthcare, in which regards?

Hi,
In Germany, healthcare is apparantly very different. Conventional doctors commonly prescribe herbal medicines.
