A while back when Dr. Bob was more active he asked for posters help in greating new posters. I've continued to do so when I recognize the green flag even if I have no knowledge of the posters problem or advise other than wait for more knowledgeable, google, or call pdoc if no one has responded is this still okay? Could you provide a link to Dr Bobs statement?

What do you mean by "green flag"?
Why would you feel like it was not okay to welcome new comers? Was it not okay at some other time?
There is a board set up called Newbies which says the following:
This is a message board for mutual support and education -- for new members, so they have a place to try out the site and to meet each other.
It also states in the brief introduction of the board:
If you see a member, please take a minute to say hi."Do you feel like greeting new members is only supposed to be intended on this one board?
I read the suggestion on other boards.

I noticed when I popped into the newbie board that there wasn't a lot of responses to their posts...hence the greetings...for awhile Dr. Bob would post in admin the thread and ask they be greeted.
