Thank you both for your input. I think the gaba-related disinhibition is spot on regarding my mom. It would make sense that I thought she was drunk at first with her slurring and body language.
Now what to do with it? They've added lithium to calm her down and it has worked, but she's back to oversleeping and overeating which is why they moved her to topomax in the first place.
