Although both substances have substantial involvement with the CYP450 liver enzymes, they appear to have no overlap in those effects. Quercetin involves 1A1/1A2, 2A6, and 2C8.
Citalopram involves 2C19, and 3A4.

I anticipate no significant interaction between quercetin and citalopram.
