In New York State (and perhaps other states), up until a few years ago, in order to get a prescription for a restricted drug, the doctor had to write the prescription on a form that had three copies. I guess there was some type of carbon paper in between each page. One copy went to the pharmacy, one copy went to the "officials" in some office in Albany, I believe, and I think the doctor kept the third copy. The triplicate forms were used only for restricted drugs such as narcotics. For some reason, this procedure changed in the past few years, and now just a single piece of paper is used for restricted drug prescriptions, but it looks different from the prescriptions for non-restricted drugs. I've noticed that some other states are more lenient.
I've found that New York is more strict than other states in many respects, especially conservation/environmental issues and consumer-protection and "quality of life" issues. For example, car/fuel emissions laws are more stringent in New York, especially in the counties in and around New York City. New York also has more laws for recycling newspapers, cans, etc. There are huge fines for using a hand-held cell phones while driving in New York, although it is permissible to use a cell phone with an ear phone while driving. And in New York City, there are fines for "pooper-scooper" violations; in other words, New Yorkers MUST clean up when their dogs use the sidewalk as a toilet.
Overall, I think most of these laws are good, although I don't think about it much until I travel to a state that doesn't seem to care about the health and safety of its residents.
