How about a straight-jacket with a bow tie?
You could also use some sort of walkman or small tape recorder like some sort of portable monitor with some wires coming out of it that attach three or four phony "electrodes" to your head.
You could also take along several large jars of "pills" made of different colored candies. Just set them and a glass of water on or by the podium or location you'll be speaking from...just to enhance the effect.
All you need are:
1) A Borrowed straight-jacket
2) A bow tie
3) A couple of dollars worth of candy pills
4) Some jars
5) A small electronic device with a belt hook
6) Three or four thin wires
7) Some scotch tape
8) A straight face...and voile, you have a real cheap, easy to assemble Halloween outfit guaranteed to shock the pants offa those folks and give your friends a lifetime smile!
Better hurry though...Halloween is here. ;-)
